Mobility is who is visible, who is called ready, and who gets the acting assignment. Promotion is a gate, not a vibe. This course is for Minnesota DHS employees who sit in the room when those names are said, and for people who never hear their own. Voluntary. Name one acting or stretch that was built for someone, and what you will change or write as identical.
