English-only is a who. Booking an interpreter is a design choice, not kindness.
Language, hour, phone tree, and “bring your own cousin” are already a design.
Title VI and EOAD if it is a complaint. The channel before anyone files is still yours.
Then the interpreter title, plain language, or the language-access plan walk.
Bring one live work object into the application workspace. Name who it was built for, who may carry the burden, and one change or formal escalation.
Language access is a design, not a favor. At the Minnesota Department of Human Services, who can use the door, the form, and the phone is already decided — in English, in one channel, at one hour. Title VI and Minnesota law are legal doors. CLAS is a standard. This course is the Tuesday: name who the channel was built for, then change it or write why it stays. Voluntary. No score.
English-only is a who. A poster is not access.
