The toolkit is a method before the lock — not a values paragraph and not a form you attach after.
A slogan, a blended average, and “we’ll monitor after launch” are how a decision gets decorated instead of analyzed.
Empty chairs are data. Name who is disproportionately affected, then write step 1 of the toolkit on your work.
Both frames exist. Using the toolkit as decoration is how a burden stays in the design.

An equity analysis is not a cover sheet you attach after the decision is already made. At the Minnesota Department of Human Services, the Equity Analysis Toolkit is the method: name who is affected, look at the data, hear the people who live with the result, write the benefits and the burdens, and put a date on who is accountable.
