Workplace culture and service delivery are both candidates.
Language: a French interpreter for a Kreyòl household is a closed door. A French interpreter for a Lingala or Wolof household can be a closed door. “African French” is not a dialect you may invent. Gender match may be requested in maternal and intimate care.
Names: the database that invents a last name or “corrects” Kreyòl spelling to Paris French is a gate.
Hour caps, exception processes, and life-sharing matches without the home language are not culturally neutral. An English IEP is a gate. A French packet when home is Kreyòl is a gate.
One Francophone client: Haiti is not Africa. Africa is not France. France is not Haiti. Folding a Haitian household into historic African American CI because both are Black is a closed gate with a polite label. Open the right page.
Enforcement and TPS climate: people skip clinic, school, and waiver meetings when a relative can be moved. That is not noncompliance. Do not collect status you do not need.
Notices and comment: an eList and an English PDF is not how these households were reached. Empty follow-up cells are theater.
Workforce: Haitian and African francophone staff are not the interpreter pool and not the community.
Legislation, funding, rule: you cannot advocate for a channel you will not study. This cultural intelligence exists so the 40% has a household in it — not a paternalistic program designed in a building that never asked which French, or whether French was home at all.
