Six stages — Jackson, Hardiman, Crossroads 1 — Exclusive Open exclusion or segregation. Racist status quo as policy. Dominant-group power maintained in the open.
2 — Club A limited number of “token” people allowed in with the “right” views. “We don’t have a problem.” Business as usual is the White norm.
3 — Compliance Official multicultural policy. Open doors. Recruitment onto committees. Little change in culture, policy, or decision-making. Tokens must assimilate.
4 — Affirming Names systemic racism. Trains. Recruits. Builds some accountability. Identity as anti-racist. White advantage in structure still largely intact.
5 — Transforming Audits and restructures institutional life. Inclusive decision-making and power-sharing. Anti-racist diversity as an asset, not a program.
6 — Fully inclusive A future vision — not a claim. Full participation and shared power. Allies against other oppressions. Work beyond the building.
