Equity entry points

  • Who wins awards and who never applies
  • Requirements in solicitations
  • Reporting that shows who is served

Fictional worked example

Trace a requirement before it screens someone out

Imagine a draft grant application asks applicants to list several previous state contracts. Follow the requirement back to the capability the work actually needs.

  1. Name the capability

Describe the work a successful provider must be able to do, such as delivering a service in the required languages and formats.

Does previous state contracting establish that capability?

  2. Compare evidence routes

Consider whether a work example, relevant community experience or another permitted form of evidence can demonstrate the same capability.

What would make the criteria consistent and accessible to applicants?

  3. Review with the rule owner

Bring the proposed criteria and reporting expectations to procurement and contract owners before the solicitation is settled.

Which requirements are fixed, and which can the owner revise?

Bring it into your work: Choose one requirement. Record its purpose, who may be screened out, a credible alternative to examine and the role with authority to decide.
