Follow the decision downstream

Every public program asks people to do something in order to use it: find out it exists, show they qualify, respond by a date, and keep doing so. A useful way to describe what that asks of someone is three costs. The learning cost is working out what exists, what applies, and what the letter means. The paperwork cost is the doing: the form, the proof, the copy, the signature, the call, the trip, the time away from work. The worry cost is what the process takes out of a person: confusion, the fear of losing a service while a decision is pending, explaining a disability again to a stranger, the memory of a previous denial.

These costs are not spread evenly, and they are not spread randomly. The same annual form costs one household ten minutes at a kitchen table. It costs another household a day of unpaid leave, a ride, an interpreter who is not available that week, and several nights of poor sleep.

Costs the agency chooses not to carry do not vanish. They move. They land on the person, on a family member who becomes the household’s caseworker, or on a community organization now doing statewide implementation work it was never funded for and never asked to do.
