Workplace culture and service delivery are both candidates.
Language: 30.6 percent LEP is a gate. An elder who needs Thai and gets English — or Lao, or Hmong, or “Asian” — is a closed door. Gender match may be requested in maternal and intimate care. Do not use a child.
Names: given name, long family name, ordinary nicknames. The database that invents a person is a gate. Do not assume a Hmong clan name.
Hour caps, exception processes, and life-sharing matches without Thai are not culturally neutral. An English IEP is still a gate for that parent.
Poverty 17.8 percent and owner 46.4 percent will be skipped if the building files this people under a model-minority Asian mash. That skip is the policy.
Camp mash: opening Hmong or Karen because the war file said Thailand is a closed door. Do not tell a Thai family the Secret War as if it were theirs.
Notices and comment: an eList and an English PDF is not how this community was reached. Empty follow-up cells are theater. Greater Minnesota is 39.2 percent — a Twin Cities wat meeting is not the whole channel.
Workforce: Thai staff are not the interpreter pool and not the community. A cook is not the culture unit. Staff are colleagues, not the curriculum. Do not treat them.
Legislation, funding, rule: you cannot advocate for a channel you will not study. This cultural intelligence exists so the 40% has a household in it — not a paternalistic program designed in a building that never learned that camps in Thailand are a neighboring story, and that Thai is not Lao.
