Literature Russian is a major written language with a long literature. That fact is literacy: this is not a people without letters. It is not a prompt to quote Tolstoy in the lobby. Jewish, Ukrainian, and other literatures sit in some of the same households. Do not mash them.
Literacy in the lobby Cyrillic literacy for many elders is the actual operations fact. A notice that exists only in English, or only in Latin letters, is a closed door. U.S.-born adults may not read Cyrillic and may still be the person who has to explain the form.
