Workplace culture and service delivery are both candidates.
Language: ask. English-dominant households exist. Caribbean Spanish is not Mexican Spanish. CLAS Spanish is not one Spanish. LEP 10.2 percent (Compass ACS 2019–2023) is not zero. Still book a qualified interpreter when they need one. Do not use a child. Gender match may be requested in maternal and intimate care.
Names: two surnames still common. The database that keeps one invents a person. Unmatched last names are not fraud by default.
Citizenship: Jones Act 1917. Do not run an immigration script by default. SSN theater on the first screen is a gate when the building mashed Latino into ICE. Do not collect status you do not need.
Hour caps, exception processes, and life-sharing matches without asking language are not culturally neutral.
Child welfare and disability: Compass disability 12.8 percent — date it. Help-seeking that becomes a report is part of why people wait. Mandated reporting still exists. So does the duty not to treat a whole community as a risk score. Domestic violence is not culture. You follow law.
Notices and comment: an eList and an English PDF is not how this community was reached if the elder reads Spanish — and an English PDF is not automatically wrong if the household is English-dominant. Ask. Empty follow-up cells are theater. Greater Minnesota is 32.9 percent — a St. Paul meeting is not the whole channel.
Workforce: Puerto Rican staff are not the interpreter pool and not the community. Staff are colleagues, not the curriculum. Do not treat them.
Latino mash: opening Mexican, or the umbrella, because the checkbox says Hispanic is a closed door. Opening an ICE script is a closed door.
Legislation, funding, rule: you cannot advocate for a channel you will not study. This cultural intelligence exists so the 40% has a household in it — not a paternalistic program designed in a building that never learned that Puerto Rican is citizenship.
