Workplace culture and service delivery are both candidates.
Language: an interpreter labeled English who does not speak Liberian English as this elder speaks it is a closed door. Compass English-only 80.3 percent is not proof the packet was heard. Still book a qualified interpreter when language is the gate. Do not use a child. Do not write “broken English.” Gender match may be requested in maternal and intimate care.
Names: English names that look “American” are still Liberian names. The database that “corrects” spelling invents a person.
Hour caps, exception processes, and life-sharing matches without the English this household uses are not culturally neutral.
Child welfare and disability: help-seeking that becomes a report is part of why people wait. War trauma is not a risk score. Mandated reporting still exists. So does the duty not to treat a whole community as a historic African American crime narrative. Do not invent African stoicism.
DED/TPS/LRIF climate: people skip clinic, school, and waiver meetings when a relative can be moved. That is not noncompliance. Do not collect status you do not need.
Notices and comment: an eList and an English PDF written for a white or historic African American reader is not how this community was reached. Empty follow-up cells are theater. Greater Minnesota is 9.5 percent. Brooklyn Park is not the whole channel until this family lives there.
Workforce: Liberian staff are not the interpreter pool and not the community. Staff are colleagues, not the curriculum. Do not treat them.

Legislation, funding, rule: you cannot advocate for a channel you will not study. This cultural intelligence exists so the 40% has a household in it — not a paternalistic program designed in a building that filed Liberian under Black and never learned Kolokwa.
