Before the eight steps
Desired result: people can obtain and complete an assessment/review slot — not “clients who don’t engage.” 12-month change: fewer incomplete bookings without shifting burden onto caregivers and communication-access users. DHS/DSD areas: MnCHOICES / HCBS operations, disability communication access, language access.
Blended no-show/book rates hide caregiver time, interpreter delays, geographic distance. Missing breakouts = empty chairs.
Assessors + IT heard; caregivers, Deaf/HH pathways, Greater MN partners often missing.
Formal doors callout. Tribal consultation is a formal door when Nation-impacted — not a stakeholder workshop. Escalate via Office of Indian Policy / Tribal liaison. Do not invent Nation guidance.
Benefit: admin speed for people who can already self-schedule online daytime. Burden: night-shift caregivers; ASL users waiting on interpreter; rural/metro travel; English-only confirm.
Judge the statement by whether assisted paths stay open.
DSD program owner + access lead; communication owner for confirmation channels; revisit 60–90 days on incomplete bookings by barrier type; stop-rule if assisted-path demand rises or ASL wait times block offers.
Equity Director / DSD equity lead before freeze when channel removal is lasting; align to disability access duties and DHS equity policy — design must be able to change. Removing assisted scheduling before freeze is a disability-access alignment issue, not an IT preference.
Assisted scheduling and interpreter booking are staffed and funded; barrier-type booking data collectable. Interpreter booking capacity and unpaid-caregiver time are part of the service cost — unfunded “mitigation” fails sustainability. Unfunded “portal training” is not mitigation.
The toolkit does not replace these paths.
