Purpose: a structured process for state agencies to analyze the equity effects of decisions, engage affected communities, compare alternatives, and plan implementation and evaluation.

Relationship to DHS: the DHS Equity Policy requires equity analysis for named decisions and uses this toolkit. The policy owner and your Equity Director confirm which version and process applies.

Limits: a process. It does not supply data or community relationships; those come from the data owner and engagement.

Program use: the equity analysis path and the scan-or-full-analysis aid follow it. This program is not the official record.
